The Minister of Transport and Communications, Mateus Magala, yesterday advised the National Telecommunications Institute of Mozambique (INCM), the country’s telecommunications regulatory body, to implement measures that promote the safe use of social media.
Speaking this Monday (25-11) in Marracuene district, Maputo province, during the opening ceremony of the 18th annual INCM review and planning meeting, Magala said that telecommunications networks should serve to preserve the lives and well-being of citizens.
The minister spoke with a view to the sometimes violent post-election demonstrations that have been taking place in Mozambique’s main cities, mainly Maputo and Matola.
“We have been observing, with concern, the irresponsible use of the country’s telecommunications network to incite violence, hatred and revenge among Mozambicans,” he said.
For over a month, the main cities of Mozambique have been experiencing a climate of post-election tension and demonstrations, resulting in more than 40 deaths and around 500 injured.
According to the authorities, the demonstrations also culminated in the vandalism of several state institutions, including two schools. There have also been reports of vandalism in mining areas of the country, where protesters have burned camp sites and work machinery.
The election results require validation and approval by the Constitutional Council, a sovereign body that is specifically responsible for administering justice in legal-constitutional matters and is also the last instance of electoral disputes in the country.
Minister Magala proposed that the INCM must next year complete the implementation of the Mozambique Digital Acceleration Project, and expand and share telecommunications infrastructure to ensure connectivity for all Mozambicans.
Minister Magala recommended the INCM implement biometric registration of subscribers as a way of ensuring greater security and trust in the use of telecommunications services; continue with the installation of digital squares and libraries; and conclude the study of tariffs, which will contribute to the stabilization of the telecommunications market and make it more attractive.
Other measures include the restructuring of the postal service, improvement of regulation, with a view to promoting innovation and the use of modern technologies such as 5G and artificial intelligence, and adjusting the legislation of the communications sector in line with the digital transformation and the Fourth Industrial Revolution.
