Semlex Europe SA reaffirms interest in fulfilling the contract until 2019
The Mozambican Government signed a 10-year contract with Semlex Europe SA in 2009 for the provision of secure solutions for citizen’s identification, using as a complete resource for biometrics, mainly identification cards, all travel documents, DIREs (Foreigners Identification Card) and border control visa.
The provision of such services is the result of a BOT contract (Build, Operate, Transfer), signed between the Mozambican Government and SEMLEX Europe SA valid until October 2019. Semlex Europe SA reinforces the interest in fulfilling the contract to the end.
The Government of Mozambique unilaterally terminated the contract in a non-justified or legal way, although the production was and continue to be at very high level although delays in payments by the Mozambican Government.
According to the Mozambican authorities, this decision was made based on the results of an audit that concluded that the supplier of these services failed to comply with contractual clauses.
Remember that in addition to the installation and management of the document production process Semlex Europe SA was responsible for the installation of infrastructures on the main borders of Mozambique. The Government of Mozambique did not make any payment.
Semlex Europe SA understands that this audit should be carried out by with an independent identity, recognized company and with technical proven and professional experience in the area, but the proposal has been rejected by the Mozambican authorities. Semlex Europe SA offered to cover the costs of the audit.
According to the contract, Semlex Europe SA is responsible of providing the tools (hardware, software and training) to allow the authorities to produce the documents. But never Semlex Europe SA take the responsibility of (for instance) importing data, doing a validation, doing a verification of data and sending documents, which are the tasks of Ministry of Interior (included on the phase from receiving data up to producing documents).
What is the BOT Contract (Build, Operate, Transfer).
Semlex Europe SA makes all the necessary investments on behalf of the client for the creation of the project, supports all the running costs of the project and carries out the maintenance of the project without the client having to bear any own cost to the project (with the exception of certain costs agreed between the two parties such as the availability of State officials).
Furthermore, SEMLEX Europe SA is remunerated with part of the revenues from documents requests provided by the entitled authorities. The other part of the revenue is for the state.
Under this mechanism, the State do not invest and also receives part of the revenue provided Semlex Europe SA through a reliable identification system, as well as highly protected official biometric documents, fiduciary techniques and security systems with a logic of integration to meet and respond to the needs and expectations with the aim of increasing the level of security of identification documents development.
