A landslide at the Hulene rubbish dump highlights weaknesses in Maputo city management and constitutes a violation of human rights, MDM Deputy Venâncio Mondlane says.
“We must come to the conclusion that this is simply criminal negligence,” and the Hulene dump should by now have long been closed, Mondlane says. The least that should happen is that the mayor of Maputo should resign, the MDM deputy adds.
For Mondlane, an MP and former member of Maputo Municipal Assembly, the responsibility for the delay in taking the decision to close the dump lies squarely with the leadership of the municipality.
And for the case not to be simply forgotten, Mondlane suggests opening “an investigation – not administrative and not conducted by the municipal assembly – it must be judiciary and involve the Attorney General’s Office”.
The Municipal Assembly should also issue a motion of censure addressed to Maputo mayor David Simango, “and I think that if he has any intelligence and self-respect, he should resign”, he adds.
The victims are reported to have received no relief from the authorities, revealing the scant consideration of social protection issues in the Mozambican capital, Mondlane says.
“People are taxpayers in a municipality where they have no rights, not even the right to life,” he concludes.
