As with some other streets and avenues in central Maputo’s Baixa, parking at the Praça dos Trabalhadores is now subject to a fee, payable for parking on Monday to Friday from 7.30 am to 5.30 pm, and on Saturdays from 8.00 am to 2.00 pm.
According to the Municipal Mobility and Parking Company (EMME), the measure, introduced on Monday of this week, is not an innovation, but only the implementation of regulations in place since 2014.
Fees range from 10 meticais for 45 minutes to 120 meticais for a day, with the possibility of acquiring weekly or monthly cards. Parking cards for residents cost 575 meticais per week and 2,300 meticais per month.Parking cards for business owners [‘comerciantes’] cost 80 meticais a day and 1,760 meticais per month. There are also the “normal” parking cards, for other users, which cost 575 meticais a week and 2,300 meticais per month.
The introduction of paid parking is intended to impose some order on parking in the area and improve the circulation of traffic.
Motorists who decline to pay voluntarily will be notified by the Police Court, EMME chairman João Ruas said, while acknowledging that the governing institution lacks as yet effective mechanisms to penalise non-compliers.
“We want to create software so that people who do not pay the fees have their vehicles registered in a database and can later make the payment during the regularisation of manifestos,” he said.
Some motorists are already refusing to pay the parking fee, claiming that the collectors do not guarantee security for their vehicles, to which João Ruas retorts that it is not EMME’s responsibility to guard and monitor the vehicles.
Paid parking has already been implemented on Samora Machel, Zedequias Manganhela and Albert Luthuli Avenues and parallel streets.
