Mozambique’s Minister of Economy and finance, Adriano Maleiane, has issued a dispatch approving a special wages table for staff of his ministry who work at the Centre for the Development of Financial Information Systems (CEDSIF), much higher than the wages paid in the rest of the state apparatus, according to a report in Friday’s issue of the independent weekly “Savana”.
CEDSIF is a government institution, subordinate to the Finance Ministry, which coordinates the programme of State financial reforms, through SISTAFE (State Financial Administration System). Its tasks include implementing and maintaining the electronic version of SISTAFE (e-SISTAFE), training and certifying users of e-SISTAFE, assisting other state bodies in designing and implementing systems that complement SISTAFE, and promoting change management in the State financial reforms.
Under the new wage table, a CEDSIF staff member with a first degree and five years of experience receives a monthly wage of 181,000 meticais (about 2,678 US dollars). A staff member with a slightly higher category earns 191,000 meticais a month. This is more than four times the highest salary paid in the Ministry of Health (41,461 meticais a month).
Even CEDSIF drivers earn much more than their equivalents in other ministries. A driver with just seven years of education and one year’s experience earns 16,780 meticais a month. With five years of experience the monthly wage packet rises to 17,477 meticais. In other ministries the basic wages of a driver is less than 4,500 meticais a month.
A CEDSIF driver also earns more than a corporal in the police force, with a wage of 5,969 meticais a month.
Contacted by “Savana”, the spokesperson of the Ministry, Rogerio Nkomo, confirmed the authenticity of this dispatch from Maleiane, dated 2 February. He said this was not a wage increase, but “a fixing of wages” for the CEDSIF staff.
