Mozambique: Foreign Minister in Zimbabwe for Africa–Nordic Foreign Ministers’ Meeting

The Council of Ministers yesterday approved the creation of fourteen administrative posts and ten localities in the provinces of Zambézia, Nampula, Tete and Gaza in response to the need to readjust territorial organisation and bring State services closer to the people.
The new administrative units are also needed to consolidate economic and social development, particularly with regard to the emergence of new districts.
Council of Ministers spokesman Mouzinho Saíde said the new structures would be created in Nampula, Tete, Gaza and Maputo provinces, and that the proposal would now go to the Assembly of the Republic for subsequent procedures.
In administrative terms, Mozambique is divided into provinces and these into districts, which in turn are divided into administrative posts and these into localities, the lowest level of State representation. To these have been added since 1998 53 local authorities or municipalities.
The Council of Ministers also approved yesterday the resolution on the Agricultural and Fisheries 2016/2017 Directive, aimed at guiding and influencing the massification of food production, ensuring food and nutrition security and increasing family income and exports, as well as reducing the import of food products.
The Operational Plan for Agricultural Marketing purposed with transforming producers into agents and ensuring supplies to large retailers was also approved. It aims at ensuring the absorption of agricultural production by the internal market and facilitating the purchase and disposal of surpluses.
The Government also reviewed the 2017 Doing Business report’s Business Environment in Mozambique matrix on which Mozambique has slipped from 134 to 137 in a field of 190 countries.
Also in yesterday’s session, the Council of Ministers approved a decree establishing the Academy of High Strategic Studies, a higher education and scientific research institution based in the administrative post of Maluana, Manhiça district, Maputo province.
The Regulation of the Activity of Scale Assistance to Aviation Sector was also approved, establishing the rules for access to entities engaged in the air transport of passengers, freight and mail, and their operations at aerodromes located in the national territory and open to commercial traffic.
