Mozambique: President swears in Machatine as head of new Office for Reforms and Strategic Projects

The government said yesterday that Manuel de Araújo, the dismissed mayor of Quelimane in Zambézia, should appeal to the courts and explain his refusal to leave office.
“The Council of Ministers decided last week, and he has the right to appeal the decision if he does not agree with it,” was the only comment Council of Ministers spokeswoman Ana Comoana had for reporters at the end of the weekly cabinet meeting.
Yesterday marked a week since the Council of Ministers determined that the mayor of Quelimane, Mozambique’s third-largest city, had lost his mandate as a consequence of having changed party loyalty.
Manuel de Araújo refuses to leave office, arguing that he had not been heard by the Council of Ministers in the context of the process that led to his removal.
The dismissed mayor continues to act on behalf of the municipality and last week laid the foundation stone for the construction of a road in Quelimane, verbally confronting members of the municipal assembly who accused him of disobedience.
Manuel de Araújo has 20 days to appeal the decision dismissing him to the Administrative Court, counting from the date of publication of the government’s decision.
In place of Manuel de Araújo, Quelimane municipality will be chaired by the president of the municipal assembly, the Council of Ministers spokesman said on Tuesday.
Manuel de Araújo is already registered with the National Electoral Commission (CNE) as the head of Renamo’s list for the October 10 municipal elections in Quelimane, and it remains unclear whether he will remain eligible after a final decision by the Administrative Court.
