Mozambique’s ruling Frelimo Party on Wednesday, at a rally in the Maputo neighbourhood of Polaana-Canico. publicly presented its Maputo mayoral candidate for the forthcoming municipal elections, former finance minister Eneas Comiche.
The Frelimo Maputo City First Secretary, Francisco Mabjaia, also introduced to the crowd the party’s 64 candidates for seats in the Municipal Assembly, and its 33 supplementary candidates.
Addressing the rally, Comiche said his project for city governance would concentrate on passenger transport, town planning, public safety and the creation of an entrepreneurial spirit among young people.
He stressed that he wants to do away with the use of pick-up trucks, known ironically as “My loves”, for transporting passengers. These unsafe vehicles cash in on the severe shortage of buses in Maputo.
Comiche said that Maputo citizens should be able to travel safely as they go about their business. “We should be travelling in better conditions to the hospitals, schools, workplaces and elsewhere”, he declared.
As for planning the city, Comiche said that all Maputo neighbourhoods should possess adequate facilities – including electricity, running water, roads and decent housing – to ensure that the services which citizens need, particularly health care, can function properly.
Turning to public safety, Comiche said that citizens should not be afraid to circulate freely in the city’s streets. He wanted to end the wave of burglaries and muggings that torment Maputo residents. “We should feel safe in our homes and should walk around the city without fear at any time of day or night”, he declared.
Comiche believed that young people are able to create initiatives that will generate jobs and self-employment. “We should bank on self-employment, so that our young people do not become involved in vices”, he urged.
In order that his project for governance becomes a reality, Comiche urged municipal residents to unite and collaborate in establishing well-being for all who live in the city.
Comiche has a reputation for honesty and integrity. He has already been mayor of Maputo once, from 2004 to 2009, when he waged a relentless campaign against corruption in the municipal council. This made him enemies, and, although Comiche wanted to stand for a second term, Frelimo did not choose him as its candidate in the 2008 municipal elections. Now, ten years later, Frelimo has changed its mind.
Comiche is a member of the Frelimo Political Commission, and also chairs the Plan and Budget Commission of the country’s parliament, the Assembly of the Republic. If he is elected Mayor, Comiche will have to give up his parliamentary seat.
