The final communiqué adopted at the Ukraine Peace Summit held on Saturday and Sunday in Switzerland was supported by four Member States of the Community of Portuguese Speaking Countries (CPLP), namely Portugal, Cape Verde, São Tomé and Príncipe and East Timor.
The final declaration, which defends “the principles of sovereignty, independence, and territorial integrity of all states, including Ukraine” , received the support of more than 80 countries and organisations, but not that of Brazil – which decided not to actively participate in the conference, sending only an observer, the Brazilian ambassador to Switzerland, Cláudia Fonseca Buzzi, nor from Angola, Guinea-Bissau and Mozambique, which were not represented in Switzerland, as was also the case with Equatorial Guinea.

Portugal was represented at the highest level by President Marcelo Rebelo de Sousa and the Minister of State and Foreign Affairs, Paulo Rangel, while Cape Verde and Timor-Leste were represented by their prime ministers, Ulisses Correia e Silva and Xanana Gusmão respectively. The São Tomé and Príncipe delegation was headed by the head of diplomacy, Gareth Guadalupe.
Asked on Saturday about the absence of several CPLP members, Marcelo Rebelo de Sousa said he believed that even those who did not participate in the summit shared the desire for peace in Ukraine.

“As far as we can know, several of them, those who are not represented here, are in tune, because they have said so, with peace, the path to peace and the importance of all the steps that are taken towards peace,” the Portuguese president declared.
On Sunday, Portugal’s Minister of Foreign Affairs, Paulo Rangel, argued that it was possible to bring more countries from different continents to “the side of international law” by raising awareness of the food security dimension.
“All parties have to be called out. We can get all of these partners on the side of international law, on the side of Ukraine’s sovereignty and independence, on the side of territorial integrity, if we show them, as we are, that this is critical for them too,” Rangel said, representing Portugal at discussions on food security on the second and final day of the summit which took place at the luxury Bürgenstock resort outside Lucerne, Switzerland.

On the occasion of the recent trip of Ukraine’s President Volodymyr Zelensky to Portugal on May 28, Portugal’s Prime Minister Luís Montenegro revealed that the national diplomatic network and the President of the Republic himself had made every effort to mobilise third countries, especially CPLP member states, to participate in the summit in Switzerland.
The Ukraine peace conference, organised by Switzerland following a request from Zelensky, brought together representatives from almost a hundred countries and organisations – half of which were from Europe – but there were several absences among the 160 delegations invited, the most notable that of Russia, which launched the war in Ukraine in February 2022, and which enjoyed the solidarity of several countries which refused to participate on the grounds of its absence, as happened with China.
The Community of Portuguese Language Countries (CPLP) comprises Brazil, Angola, Cabo Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, Sao Tome and Principe, and Timor-Leste.
