Mozambique: Chapo urges citizens not to take the law into their own hands

The new administrator of Marracuene district in Maputo province, Juvêncio José Mutacate, was sworn in yesterday, and promised to continue to develop the district by carrying on the work of his predecessor.
Mutacate, who takes up his new position a few days after leaving his post as permanent provincial secretary of Sofala, asked for support from the both the team and the population in his new post, since he knows little about the district.
He said that he was keen to put into practice plans to raise Marracuene to the highest level of development, implementing the guidelines of the Social Economic Plan and other government programmes, and following the current motto of increased production and productivity.
Mutacate said he would be guided by spirit of team-work and the culture of accountability, contributing to more transparent and open management of public affairs, thereby ensuring mutual trust between local government bodies and citizens.
Stating that he was well aware that the people did not evaluate the person in office except by the results achieved, the newly sworn-in administrator reiterated his commitment to do all in his power for the economic, social and cultural growth of the district.
Mutacate said the top priorities were the education and health sectors, but not to the exclusion of other aspects such as the protection of the environment.
“We will continue to pay attention to the school network, to reduce home-school distance, to provide decent classrooms, access to health care and humanisation of patient care. Public infrastructure, the sustainable exploitation of natural resources and the protection of the environment are also our priority in encouraging development projects,” he said.
Mutacate said that he also aimed to bring public services closer to the community, opening up space for collaboration and to bring forward good ideas to ensure the speed and appropriateness of decisions to local realities.
“We will continue to favour the participation of communities and local authorities in matters of their interest as the best way to find solutions to common concerns,” he said.
Meanwhile, the Permanent Secretary of Maputo province, Claudina Mazalo, who swore in the new administrator, urged him to strive for continuity in activities already started by the previous team.
Mazalo, who was Sofala’s permanent secretary until the beginning of the Maria Helena Taipo’s governance, emphasised the need to prioritise production to prevent shortage in Marracuene, and to cooperate with local communities in programmes designed to leverage the district.
“The population of Marracuene is active and only needs guidance. In this sense, we want the new administrator to take into account the desire of the community to cultivate more land and bring to an end hunger in the region,” she said.

Outgoing administrator Avelino Mutchine urged the people of Marracuene to continue to cooperate with the district administration as they had when he was in charge.
He said that during his time as manager, he had enjoyed good rapport with the community, even though there had been stressful moments. But because they were hand in hand, difficulties were overcome and successes capitalised on.
He advised the new team to keep up their team spirit and keep the district achieving, praising the efforts of entrepreneurs in the search for solutions in tandem with the district government.
Mutacate holds a law degree, and was born and raised in Maputo province. He served as head of the legal office of the Association of Banking Workers and for nine years was a judicial administrator in Niassa province. He was permanent secretary of Sofala province from 2016 on.
