Giving money to a beggar in Maputo may cost you money in future.
Maputo City Council has decided that giving alms is far from harmless, and is adopting a municipal statute aimed at discouraging the burgeoning begging in the capital. Members of the public caught succumbing to their charitable instincts and giving directly to beggars are to be fined.
People of good will must instead make donations to institutions which address the needs of the begging population in a more structured manner.
