Within the European Union Military Assistance Mission in Mozambique (EUMAM-MOZ), the Role 1 Medical Unit plays a critical role in safeguarding the health, readiness, and operational resilience of mission personnel. Based at the mission’s headquarters in Maputo, the Role 1 department delivers round-the-clock primary care, emergency medical services, and preventive health programs to support the Mission Force.
The Role 1 Medical Unit is led by the mission-appointed Chief Physician, who provides clinical oversight and acts as the primary interface between mission leadership and the medical team. Supporting the Role 1 Chief Physician are the medical drivers and Iqarus personnel, which form the operational backbone of the department, bringing together a highly skilled multidisciplinary team:
• Project Manager (Paramedic): Responsible for the coordination of operational, logistical, and clinical activities on-site, ensuring smooth integration of healthcare services within the broader mission framework.
• Senior Nurse: Leads clinical nursing operations, ensuring adherence to healthcare standards, supervising clinical activities, and mentoring staff to maintain high levels of operational readiness.
•Paramedic: Provides frontline emergency medical care, supports stabilization and triage efforts, and maintains critical clinical equipment to ensure immediate response capability.
•Force Health Protection Officer (FHPO): Oversees environmental and occupational health risks, including water hygiene, food safety, sanitation, communicable disease prevention, and vector control, contributing significantly to the mission’s preventive health measures.
•Medical Drivers: Responsible for driving medical emergency vehicles safely and efficiently, transporting the medical team, medical equipment, and victims in an operational context. They are also responsible for vehicle maintenance, refuelling and organizing equipment. In addition to being Medic Drivers, they are also First Responders, which enables them to carry out the initial assessment of the victim and perform extraction manoeuvres, as well as assist the rest of the medical team throughout the care process.
Together, the team ensures that a high standard of healthcare is consistently delivered. Beyond daily medical consultations, the Role 1 unit maintains the site’s Medical Emergency Response Plan (MERP), guaranteeing preparedness for mass casualty events, critical evacuations, and other emergency scenarios. Collaboration with local Role 2 facilities ensures seamless escalation of care when needed.
Preventive medicine and health promotion are equally vital aspects of the team’s work, focusing on mitigating environmental risks, supporting hygiene standards, and contributing to overall mission sustainability.
The Role 1 department’s strength lies in its ability to integrate civilian medical best practices into a complex military environment, ensuring the health and operational capacity of EUMAM personnel in line with international humanitarian and medical standards.
