Mozambique: HCB seeks partners for its northern power plant and solar power plant

Energy major Eni plans to spend up to $3 billion in local content development in Mozambique, Simone Santi, President of the Mozambique-Italy Chamber of Commerce, shared during African Energy Week: Invest in African Energies 2025 on Tuesday. The company will drive this investment through its Coral LNG development, which is already producing LNG through the Coral Sul FLNG vessel and is preparing to launch its second FLNG facility.
Santi explained that Italian companies already have a strong presence in Mozambique’s gas sector and are delivering tangible opportunities for the local population.
“Coral FLNG is operated by Eni and is already exporting gas. Eni will spend $3 billion over the lifecycle of the Coral project on local content, showcasing the commitment of the company,” he stated.
With over 150 trillion cubic feet of proven natural gas reserves, Mozambique has cemented its position as one of Africa’s most attractive LNG investment destinations. The Rovuma Basin has emerged as a focal point for major offshore projects that are set to transform the country into a southern African gas hub.
“In recent years, we have reached significant milestones, with the Coral Sul project placing Mozambique on the global LNG market. Upcoming projects – Rovuma LNG, Mozambique LNG and Coral Norte – will expand our capacity from 3.4 million tons per annum (mtpa) to nearly 38 mtpa,” stated Marcelina Mataveia, National Energy Director, Ministry of Mineral Resources and Energy, Mozambique.
Technip Energies continues to play a central role in Mozambique’s LNG landscape, leveraging its global expertise in engineering, procurement and construction. The company has been instrumental in delivering front-end engineering design for large-scale gas projects while supporting local content initiatives, training programs and capacity-building efforts in Mozambique’s energy sector.
“We are an energy powerhouse with a pioneering spirit. One of the main achievements of the country is Corul Sul FLNG which is operating today. This was the first FLNG of its kind developed in Africa. We will be participating in future projects in Mozambique,” stated Julien Larour, Managing Director Mozambique & Head of Business Development East Africa, Technip Energies.
Meanwhile, Halliburton is advancing drilling and field development services in Mozambique’s Rovuma Basin. The company is providing technology solutions that enable efficient well delivery while supporting knowledge transfer to local professionals.
“We have invested in our facilities and infrastructure in a way that we can expand our projects in the long-run. Our four key pillars are developing and hiring people; identifying and working with local companies; CSR and finding opportunities to work with universities; and putting the right infrastructure in place,” stated Sana Donald, Senior Business Development Manager, Sub-Saharan Africa, Haliburton.
The Mozambique Oil & Gas Chamber is reinforcing the role natural gas plays in the country’s economy. Florival Mucave, President, Mozambique Oil & Gas Chamber, explained that the country needs to look at “How LNG can contribute to the growth and development of our economy. We believe that natural gas is the energy for our transition. Natural gas will minimize and mitigate the challenges of energy poverty.”

Beyond natural gas, Mozambique offers abundant hydropower potential. The country is also scaling up solar and wind projects to achieve its target of 20% renewables in the national energy mix by 2040. Carlos Yum, Director, Mpanda Nkuwa Hydropower Project Office, explained that “Over the next ten years, we will have more than 3,000 MW of hydropower and 1,500 MW of gas. That gives us a new vision on how we should investment to promote industrialization, both from gas-to-power and hydropower.”
