The Order of Engineers of Mozambique is discussing ways that the law could better encourage the hiring of Mozambican engineers in the big investment projects with the government.
Speaking in Maputo on the sidelines of an oil and gas sector conference where human resources and training were under discussion, Ibraimo Remane, President of the Order of Engineers of Mozambique, noted that involving Mozambican engineers in the construction , maintenance and operation phases of imminent sector megaprojects would help them acquire invaluable experience locally.
He pointed to the gas fired combined cycle power plant as a good example of work done by Mozambican engineers, contrasting it with the Maputo-Catembe bridge, the longest suspension bridge in Africa.
“We missed an opportunity to have Mozambican engineers working in the construction of the bridge,” he lamented.
The Order of Engineers is also discussing the quality of teaching with the Ministry of Science, Technology, Higher Education and Professional Technician, he added.
José Mendes, vice president of the Mineral Resources, Hydrocarbons and Energy Sector in the Confederation of Economic Associations (CTA), the country’s largest employers’ association, also came out in favour of strengthening domestic institutional capacity.
“We have to train people who are able to support the government,” he said, adding that
“Mozambique’s National Petroleum Institute (INP) does not have the institutional ability to measure the amount of natural gas reserves in the north of the country”, so the government was forced to use the values indicated by the exploration companies.
The Mozambique Summit on Gas started in Maputo on Wednesday and runs until Friday.
