In an index that does not include São Tomé and Príncipe, The Economist Intelligence Unit, under the theme “Freedom of Expression Under Attack,” considers Cape Verde, Portugal, Timor-Leste and Brazil “flawed democracies”, while Mozambique sits in the lower threshold of “hybrid regimes”, Angola, Guinea-Bissau and Equatorial Guinea appearing as “authoritarian”.
The index takes into account five main indicators – electoral process and pluralism, government functioning, political participation, political culture and civil liberties.
None of the states analysed were able to obtain the maximum of 10 points. Norway (9.87), Iceland (9.58) and Sweden (9.39) took the top three places, Cape Verde was credited with 7.88 (23rd overall), Portugal with 7.84 (26th), Timor-Leste with 7.19 (43rd) and Brazil with 6.86 (49th).
