The Ministry of Education and Human Development says that it is already carrying out a survey of overdue overtime payments for 2017 and previous years to teachers country-wide.
According to Conceição Sortane, work was needed to determine the cause of non-payment in order to produce the necessary foundation and regulation for case-by-case remedies.
Speaking some days ago at the parliamentary question time, the minister explained that local capacity for processing, management and payment for overtime had been growing, appealing to all to help adoption of the new approaches aimed at ending delays in overtime payment.
“The government’s approach is to bring to school all school-age children, with a higher incidence in primary education. As a result of this, school staff have grown at a faster pace than the levels of recruitment of new teachers, which has, in general, resulted in more overtime,” she said.
Over the last twelve years, an average of 8,000 new teachers have been recruited each year. The hiring of a significant number of teachers not only made it possible to solve the overtime situation, but has also reduced the pupil-to-teacher ratio in the 1st to the 5th Grades and reduce the pupil per class ratio in the 6th to 12th Grades.
In order to improve and mitigate the delay in the payment of overtime, all schools had a duty to present a list of classes or disciplines for which they did not have the necessary number of teachers before the beginning of the school year.
They should also present a list of teachers selected to perform the supplementary work, which must be confirmed by the district education authorities and approved by the respective district administrator.
Once the above procedures had been completed, it would be up to the school to confirm each month the effectiveness of the teacher performing the supplementary work so that payment could be made next month.
The minister said that these measures were already in place and had made possible the payment of overtime for February and March of this year in a significant number of districts country-wide.
