Two years on, and Frelimo president Filipe Jacinto Nyusi has again made changes to the provincial central assistance brigades. However, if from 2019 to 2021 some chiefs of the central brigades did not belong to the Political Commission, this time, the members of the Frelimo political bureau called upon themselves the responsibility of closely controlling what is and is not done in the country’s 11 provinces.
Of the 22 new assistants to the 11 provinces, only five are not members of the Political Commission, thus playing the role of deputy heads of the aforementioned central brigades. They are Caifadine Manasse, Leonor das Neves, Francisco Mucanheia, Mariazinha Niquice and Chakil Abubacar.
From 2019 to 2021, some central brigades of assistance to the provinces were headed by people who did not belong to the Political Commission. This was the case of, for example, Carmelita Namashulua (who headed the central assistance brigade for Maputo province); Luísa Diogo (in Tete); and Esperança Bias (in the city of Maputo). The latter, however, joined the Political Commission in 2020 when she became President of the Assembly of the Republic.
The deputy heads were all members of the Central Committee, namely Bruno Morgado (Maputo city); Arlindo Chilundo (Gaza); Chakil Abubacar (Inhambane); Celmira da Silva (Sofala); Leonor das Neves (Manica); Eduardo Abdula (Tete); Carlos Mesquita (Nampula); Cidália Chaúque (Cabo Delgado); and Atanásio M’Tumuke (Niassa).
According to the new composition, announced on Sunday night by the Frelimo president at the closing of the IV Ordinary Session of the Central Committee in Matola, Maputo province, the central brigade of assistance to the provinces is as follows.
The central brigade of assistance to the province of Niassa is now headed by Sérgio Pantie, assisted by Jaime Basílio Monteiro.
For the province of Cabo Delgado, Nyusi appointed Alcinda De Abreu Mondlane and Caifadine Manasse, while for the province of Nampula, the central brigade will be headed by Eneas Comiche, with Carlos Agostinho do Rosário as his assistant.
Eduardo Mulembwe and Ana Rita Sithole will work together in the province of Zambézia, while Conceita Sortane and Raimundo Diomba will provide assistance to the province of Tete.
The province of Manica will be assisted by Aires Ali and Nyeleti Mondlane and the province of Sofala by Manuel Tomé and Esperança Bias.
Filipe Paúnde and Leonor das Neves will assist the province of Inhambane, and the province of Gaza will be assisted by Tomaz Salomão and Francisco Mucanheia. Maputo province will enjoy the services of Margarida Talapa and Mariazinha Niquice, while Maputo City will feature Verónica Macamo and Chakil Abubacar.
According to Filipe Nyusi, the change is part of a process of “normal rotation” of cadres, because “the provinces do not belong to a group, but to us all”. Nyusi also revealed that Frelimo’s First Provincial Secretaries had not been consulted, because for them “any cadre will do, and must do”.
