Mozambique: Government developing 1,200 plots in Paquete

In Maputo city, the attribution of a land use and benefit title (DUAT), the licensing of housing construction and other related works, and the occupation of public spaces, among others, are henceforth to become the responsibility of the municipal districts.
According to the president of the Maputo Municipal Council, Eneas Comiche, this is one of the areas in which the municipality faces greater pressure in terms of demand for services.
Mayor Comiche was speaking moments after swearing into office of Municipal Councillors and Directors of Services.
At the inauguration ceremony, Eneas Comiche announced the extinction of the Protection and Security Department and the resizing of the Territorial Planning, Environment and Urbanisation Department, which is now divided into two departments – the Territorial Planning, Environment and Construction Department and the Urban Infrastructure Department.
The Mayor of Maputo explained that the changes were implemented within the scope of decentralisation and deconcentration and aimed at bringing services closer to the citizens, as well as reducing delays in response, especially in the areas of territorial planning and construction licensing.
The dedicated protection and security area was extinguished, while the scope of territorial planning, environment and urbanisation was increased, resulting in the creation of the two new departments.
According to the new structure, officials sworn in include Silva Jacinto Magaia, as City Councillor for Territorial Planning Environment and Construction; Saturnino Chembeze, City Councillor for Urban Infrastructures; and Isilda Zandamela, Councillor for the KaMaxakeni Municipal District.
Also sworn into office were Sérgio Paulo Manhique as Municipal Director for Environment and Health Service; Inocêncio Bernardo as Municipal Director of the Urban Infrastructure Service and António Lino de Almeida as Municipal Deputy Director of Urban Infrastructure Service
Speaking at the ceremony, Eneas Comiche urged the six newly sworn-in leaders to give effect to the 2019-2023 Municipal Development Plan, whose purpose is to guarantee the provision of quality services.
Silva Magaia, Councillor for Territorial Planning, Environment and Construction, said that his priority was to continue the preparation of urbanisation plans started in 2021, while responding to DUAT requests and promoting construction, especially of housing.
He acknowledged that the recent focus on the regularisation of existing occupations had compromised the attribution of DUATs, and said that: “[DUATS] will be our priority in the coming months, to the satisfaction of the citizens.”
In turn, the City Councillor for Urban Infrastructures, Saturnino Chembeze, said that he intended to improve flexibility and performance in his area of competence.
Maputo City
The city consists of seven administrative divisions, the Districts, which are each subdivided into quarters or neighbourhoods (bairros) as follows.
1. KaMpfumu Municipal District, comprising the neighbourhoods of: Alto Maé A, Alto Maé B, Central A, Central B, Central C, Coop, Malhangalene A, Malhangalene B, Polana-Cimento A, Polana-Cimento B and Sommerschield;
2. Nlhamankulu Municipal District, comprising the neighbourhoods of: Aeroporto A, Aeroporto B, Chamanculo A, Chamanculo B, Chamanculo C, Chamanculo D, Malanga, Minkadjuine, Munhuana, Unidade 7 and Xipamanine;
3. KaMaxakeni Municipal District, comprising the neighbourhoods of: Mafalala, Maxaquene A, Maxaquene B, Maxaquene C, Maxaquene D, Polana Caniço A, Polana Caniço B and Urbanização;
4. KaMavota Municipal District comprising the neighbourhoods of: 3 de Fevereiro, Albazine, Costa do Sol, F.P.L.M., Ferroviário, Hulene A, Hulene B, Laulane, Mahotas, Mavalane A and Mavalane B;
5. KaMubukwana Municipal District, comprising the neighbourhoods of: 25 de Junho A, 25 de Junho B, Bagamoyo, George Dimitrov, Inhagóia A, Inhagóia B, Jardim, Luis Cabral, Magoanine A, Magoanine B, Magoanine C, Malhazine, Nsalene and Zimpeto;
6. KaTembe Municipal District comprising the neighbourhoods of: Inguide, Incassane, Guachene, Chali and Chamissava;
7. KaNyaka Municipal District comprising the neighbourhoods of: Ribzwene, Inguane and Nhanquene.
