Lesotho invokes state of disaster to tackle unemployment

Mozambican President Filipe Nyusi is leaving it up to Afonso Dhlakama, leader of the rebel movement Renamo, to reveal the items of consensus that the two men have reached in their frequent contacts by telephone.
Speaking at a rally on Friday, in the locality of Mafuiane, in Namaacha district, as he continued his tour of Maputo province, Nyusi told the crowd that Dhlakama could reveal, at any moment, the consensus so far reached in the search for an effective and lasting peace.
Nyusi said that this week, he had spoken once again to Dhlakama, on the progress of the peace talks.
“Just this week I spoke with the president of Renamo”, he said. “At any time, he may reveal what are the consensual matters we have achieved”.
Letting Dhlakama announce progress in the peace talks is clearly a conscious tactic by Nyusi. Thus it was Dhlakama who announced the truce that took effect on 27 December, and the two subsequent extensions.
Nyusi also stressed that attaining peace should not depend merely on Dhlakama and himself, but on the entire Mozambican people. He also declared that he wanted to see Mozambique become, once again, a reference point for peace negotiations internationally.
The truce between the Renamo militia and the government’s defence and security forces is holding. There have been no further reports of Renamo ambushes on the main roads or of clashes between Renamo and government forces.
The second extension to the truce expires on 5 May, but it is expected to be renewed again. At a press conference by telephone last week, Dhlakama said he was “studying how to extend the truce with no time limits”.
He said “it all depends on whether Frelimo obeys what we agree in the negotiations. If it is complied with, I will order a truce without limits”.
In addition to the Mafuiane rally, Nyusi also visited a demonstration tent on methods of processing and conserving tomatoes, the companies “Mozambique Farms”, which is a major poultry producer, and “Nova Sun”, which produces and exports bananas.
Namaacha now has the potential to produce more than 2,500 tonnes of chicken a year, enough to meet the district’s needs, and to distribute in other markets. It can also produce over 80,300 tonnes of fruit a year, which again meets Namaacha’s own needs, with a surplus that can be sent to Maputo city and other markets.
