Mozambique’s Deputy Defence Minister, Patricio Jose, on Thursday urged the country’s armed forces (FADM) to observe scrupulously professional ethics, in order to create, maintain and develop a positive institutional image in the eyes of society.
He launched this challenge at the opening of a two day meeting in Maputo of Civic and Patriotic Educators (ECP) of the FADM. The event is being held under the motto “For a Civic and Patriotic Education centred on the strengthening of national unity, patriotism, peace and development”.
The meeting is intended to ensure that the civic and patriotic educators are all speaking from the same page when they perform their duties within the armed forces.
“A civic and patriotic educator of the FADM should be a soldier with initiative, dedicated to his work, an advisor, a good communicator, a promoter of noble values, a loyal, honest and courageous patriot”, said Jose. “It is imperative to observe the series of rules or standards which lead members of the FADM to act in accordance with the sense of duty, personal honour and decorum, imposing irreproachable moral conduct”.
He claimed that the ECPs are a powerful weapon of persuasion against adverse ideas which attempt to disturb cohesion inside the military, and of perfecting feelings of pride and loyalty.
Their activity, Jose continued, is also intended “to immunize the consciences of less well prepared individuals” so that they will be able to carry out with responsibility the missions entrusted to them, always guided by the Constitution of the Republic.
“Only with uninterrupted civic and patriotic education implanted in all military bodies, commands and units can the highest values of patriotism, ethics and professional pride, that constitute the beacon of our institution, be achieved”, he said.
For his part, the national director of the Civic and Patriotic Service, Carlos Macamisa, urged FADM members to raise their conception of national unity so that national interests always dominate individual interests.
Civic and patriotic educators, he added, must master cultural, technical and scientific aspects so that they can exercise their duties with responsibility and greater efficiency. They must have sufficient capacity “to transmit knowledge so that the troops feel proud to serve the country”, and are always guided by loyalty, obedience, and respect for the laws of the Mozambican state.
