The case of hidden debts was one of the issues listed in the report given by the Attorney General of the Republic. Beatriz Buchili says that the delay in Manuel Chang’s trial in the United States is hindering the outcome of the process in Mozambique.
The former Minister of Economy and Finance, Manuel Chang, is pointed out as one of the main figures who orchestrated the scheme of hidden debts that harmed the Mozambican state by more than 2 billion US dollars.
Although already detained for over 5 years, Chang still awaits trial, a fact that raises concerns for the Attorney General.
“The delay in Manuel Chang’s trial harms his most basic rights. He has been detained for over five years, at the request of US authorities and having been extradited about a year ago to the United States of America, he has not yet been brought to trial in that country, although he has alleged having all the evidence, including charges,” said the prosecutor.
In her report, Buchili reiterated that this situation continues to hinder the development of the process in Mozambique and undermines the most basic rights of the citizen, in deprivation of freedom, as enshrined in the constitutions of the involved states and in international conventions on human rights.
