The decentralisation process, currently under way in the country, the framework for which was agreed between President Nyusi and Renamo leader Afonso Dhlakama at the end of last year and handed to the Assembly of the Republic by the president more than a month ago, is in a “stationary phase”, due to lack of understanding between the Renamo and Frelimo parliamentary benches as to the process of appointing district administrators.
According to Ivone Soares, head of the Renamo bench in the Assembly of the Republic, her Frelimo counterpart understands that the relevant minister must indicate the administrators, after consulting the governor-elect.
“We think that the governor should set up his team, because they represent all of the province, and the Social Economic Plan has to be applied according to the policy designed for a certain region. We do not want a governor who only cuts ribbons, because if we pass the proposal of the Frelimo bench, the administrators will receive orders and guidelines only at the central level,” Soares says.
Soares called for the support of all society and the other opposition political forces to press the majority Frelimo party and government to ensure that administrators are appointed by the governors.
“Let’s not be cowed, please. Dhlakama is no longer among us to come out in our defence and compel Frelimo to accept decentralisation. Now we all have to be Dhlakama, because otherwise we will have a centralised decentralisation, because the central government will continue to give guidance to the administrators, which may contradict our policies of governance.”
The head of the Renamo bench ended by saying that it was too early to address the issue in depth at this point. “Our priority now is to bury President Dhlakama,” she said.
