The 15-seater minibuses on the Costa do Sol – Baixa and Costa do Sol – Zimpeto routes, stopped running on Monday morning in protest at the imposition of a three-passenger-per-bench rule, instead of the customary four or more, now being enforced by traffic police within the scope of Covid-19 containment measures.
According to operators, the capacity limit undermines their revenues, and means they will not make even their daily expenses, including fuel and vehicle maintenance.
People who rely on minibuses to reach their jobs were left waiting in queues for long periods pending an agreement between the carriers and the Maputo Municipal Police (PMM), which is in charge of supervising the measure and ordering excess passengers to disembark.
The situation would later calm down, after the PMM’s Arsénia Miambo said that the authorities did not intend to persecute operators, but rather ensure that the passengers did not run the risk of Covid-19 contagion.
“Operators should look at transportation more as a public safety issue. We know that money is tight, but we must value health more than profits,” she ventured.
