Mozambique plans 4.5% rise in 2026 State spending, nearly 70% allocated to operational expenses
The Mozambican government on Tuesday announced that civil servants who have failed to present “proof of life” will have their salaries cut from the end of this month.
The “proof of life” is a check to confirm the existence of staff on the payroll. Speaking after the weekly meeting of the Council of Ministers (Cabinet), the government spokesperson, Deputy Health Minister Mouzinho Saide, explained that 26,467 people have failed to complete the process and will have their pay suspended.
He added that, although there are mechanisms which allow for staff to still complete the procedure, salaries will be suspended until all the checks are carried out.
The process was run between July and December last year and involved taking biometric data from staff. Over 309,000 employees had their fingerprints taken and entered into the e-CAF system. Many of the fingerprints were taken using mobile computer equipment.
