Three officials in the Maputo City Directorate of Labour, Employment and Social Security (DTESSCM) have been discipline for involvement in schemes to issue illicit work visas for citizens of foreign nationality.
One official was expelled last week, after the Administrative Tribunal concluded that she had been the “main protagonist” in the scheme, according to a statement sent to @Verdade.
Two other workers from the Directorate of Migration Labour in the DTESSCM were demoted from their professional categories for one year each.
The three are accused of falsifying quotas for foreign workers in companies, violating the Labour Law no. 23/2007, of 1 August and the Regulation on Mechanisms and Procedures for Contracting Foreign Citizens.
The law establishes that a small company with 1 to 10 employees can employ only one foreigner. An average company – with 11 to 100 employees – can employ foreign citizens up to 8% of the workforce, while large companies with more than 101 employees can employ 5% of the total.
The crimes of which the civil servants were accused were committed in collusion with companies concerned.
Last year, one of three officials involved in similar fraud was expelled, one was fined and a third is still awaiting sanctioning, the statement adds.
