Mozambique: New water pumping station will benefit 72,000 people in Maputo

With the stated intention of reducing the gap between the “chiefs” and their subordinates in technical careers, the Mozambican government has decided that State Employees and Agents (FAE) who exercise management, leadership and trust functions should get double the base salary they earned prior to the entry into force of the Single Salary Table (TSU) in Mozambique.

In yet another revision of the TSU, the Government revoked Decree 56/2022 of 10 October – which regulated the way in which the functions of management, leadership and trust in the State apparatus were framed – and decided to readjust the salaries of the State Employees and Agents (FAE) who hold positions in: Bodies of Sovereignty; the Direct Administration of the State; the Indirect Administration of the State, whose personnel are governed by Public Law; in Decentralised Entities; in State institutions at the level of the legislative, executive and judicial powers, which are subject to the Public Law regime.
And so to the professional classes that hold their own professional status; in the services and bodies that are organically and functionally dependent on the Presidency of the Republic, the Assembly of the Republic, the Constitutional Council, the Courts and the Public Prosecutor’s Office and the respective management and disciplinary bodies; at the Ombudsman Office; the National Elections Commission; and the National Human Rights Commission.
The @Verdade learned that State Employees and Agents who exercise management, leadership and trust functions now have a 75 percent increase in the base salary they had before the entry into force of Law nº 5/2022 of 14 February, and “the salary used as a reference salary for the position is augmented by the 25% of the management subsidy”.
In addition, the Executive established that the salary reference level of the function results from the amount calculated in paragraph 1 of article 3, Decree 59/2022 of 21 November; “its correspondence with the salary levels of TSU must be established”, and also safeguarded that “ in cases where the reference salary level for the function is lower than that of the career framework, the employee is paid the salary corresponding to the salary level of the career framework, plus a management subsidy” of 25 percent.
