Captured insurgents will be presented publicly

The general commander of the Mozambican police, Bernadino Rafael, on Monday guaranteed that all those who are captured in acts of destabilisation in the northern province of Cabo Delgado will be publicly presented so that Mozambicans may know them and, if necessary, identify them.

Speaking in the neighbouring province of Nampula, Rafael recalled that the police had recently presented three Ugandans who were working with the Cabo Delgado insurgents. He claimed that one of them, Abdul Rahmin Faizal, is a senior figure in the insurgency “and we are now seeking to neutralise his assistant, Abdul Aziz.”

“Some days ago we presented others who are still killing in that part of the country” said Rafael. He named them as Hussein Juma, Armani Idriss, Domingos and Xavier. He described them as “dangerous elements” who were in charge of receiving and providing logistics for young men incited into joining the rebellion in Memba and other coastal districts in Nampula province.

“These people are extremely dangerous”, said the police commander. “Their mission was to receive those recruited in Memba and other coastal districts and provide material for attacks against Cabo Delgado communities. They buy knives, machetes and axes which the criminals use to hack innocent Mozambicans to pieces. They were giving instructions on how to use these weapons”.

This group, said Rafael collaborates with a man name Ibn Omar who transfers money to buy these instruments. He claimed this Omar had links with the South African businessman, Andre Hanekom, who died in police custody in late January.

Rafael was speaking at a ceremony in which he swore into office the new Nampula provincial police commander, Joaquim Sive.

Rafael told Sive that his top priority is to reduce the level of crime in Nampula city, “The immediate challenge is to neutralise that group which is terrorising the city markets. We don’t want to continue hearing complaints from the citizens of Nampula”, said Rafael.

“This challenge starts today and by the end of the year we want to hear that crime levels have been reduced in the city of Nampula and hear the public saying that they can move about freely without fear,” he stressed.
