The High Commissioner of Canada to the Republic of Mozambique, HE Ms Sara Nicholls ended her mission soon after meeting with the President of the Republic of Mozambique, HE Mr. Daniel Francisco Chapo on July 21st. This farewell courtesy call followed three years of advancing Mozambique-Canada bilateral relations and provided an opportunity for the High Commissioner to reflect on her tenure in-country, which recently included the celebration of 50 years of bilateral relations. Ms. Nicholls also took the opportunity to recall Canada’s longstanding support to the health and education sectors in partnership with the Government of Mozambique.
In a context of declining external resources, the High Commissioner acknowledged the importance of the Ministry of Health’s efforts to align partners around key national health priorities. Canada is currently the second-largest bilateral supporter of the health sector and recently completed its term chairing the Health Partners Group, leading efforts to enhance coordination of external resources.
The discussions also provided an opportunity to focus on shared priorities in the education sector, such as improving access to textbooks, enhancing in-service teacher training, and increasing school-support funding. Next year Canada will assume the role of Focal Partner to the Education Sector Support Fund (FASE), a position that will enable greater support for education focussed on employment and economic opportunities for Mozambican youth.
Both countries continue to work together to address systemic challenges related to inequality, including premature unions, children affected by conflict, gender-based violence, and the need to create opportunities for meaningful employment for young people. As Mozambique takes forward its national inclusive dialogue and reform agenda, Canada is committed to help ensure that the benefits of development, and the power of accountability and transparency, reach everyone.
The High Commissioner noted the President’s focus on Mozambique’s efforts to build strength in all areas of the energy sector, including in renewable energy, and pledged to strengthen Canadian private sector expertise and engagement in this sector in Mozambique.

Sara Nicholls was appointed as the High Commissioner of Canada in the Republic of Mozambique, the Kingdom of Eswatini and the Republic of Angola in August 2022. She has a BA Hons in Kinesiology from the University of Western Ontario and an MA in Health Sciences and Women’s Studies from the University of Ottawa. She first joined the public service with Heritage Canada’s international affairs directorate after working with civil society in Eastern and Southern Africa, managing programs focused on adolescent health. In 2009, she moved to the Canadian International Development Agency, working on the human rights and governance team. She held several management roles, including as deputy director for immunization, nutrition and newborn health, and was the Canadian representative on the Board of Directors of Gavi, the Vaccine Initiative. While at the Privy Council Office, Ms. Nicholls advised on issues related to the international assistance envelope, Canada’s Feminist International Assistance Policy and responses to humanitarian crises, as well as relations with Sub-Saharan African countries. Previous to her appointment as High Commission, she was Head of cooperation in Ghana, with responsibility for Sierra Leone and Togo, at the High Commission of Canada in Accra.
