Cabo Delgado: Rwandan forces stay until the end of reconstruction – Noticias

Rwanda’s military mission in Mozambique is due to continue until the infrastructure destroyed by the terrorists in Cabo Delgado is rebuilt and former residents are able to return to their areas of origin.

So said Rwandan president Paul Kagame on Friday, during his visit, with President of the Republic Filipe Nyusi, to the contingent of the Rwandan Army and Police and of the Armed Forces for the Defence of Mozambique (FADM) stationed at the naval base at Pemba, provincial capital of Cabo Delgado.

The government approved, at the 32nd ordinary session of the Council of Ministers, the Cabo Delgado reconstruction plan for the period 2021 to 2024, as well as the mechanisms for its implementation. The budget for the plan will be made known in the coming days.

Addressing the two forces, Paul Kagame said that the work carried out by the joint troops was of recognised merit, having culminated in the recovery of areas that had been occupied by terrorists.

Among the recovered areas, the port town of Mocímboa da Praia, Awasse, the locality of Mbau, and the district of Palma, all now under the control of the joint forces of Mozambique and Rwanda, stand out.

“The mission of Rwandan troops in Mozambique continues. Their new mission should be to guarantee security in the liberated areas until reconstruction is finished,” President Kagame said, adding that this task too would be accomplished in partnership with the Mozambican Army, which would determine the areas of joint action.

Kagame acknowledged the sensitivity of his army’s mission, stating that there may be sacrifices along the way, but the cause of eradicating terrorism was paramount. “Losing one man will be the same as losing many people,” he remarked.

A 1,000-member strong contingent of Rwandan Defence Force (RDF) and Police of the Republic of Rwanda personnel have been in Mozambique since the July 9th, supporting the Mozambican Defence and Security Forces (FDS) in eradicating terrorism.

The eradication of violent extremism in Cabo Delgado also relies on the intervention of a Southern African Development Community (SADC) military mission (SAMIM), activated on 9 August.

Speaking at Pemba Naval Base, President Nyusi said that, by recovering the areas under the control of terrorists, the joint forces of Mozambique and Rwanda were “freeing humanity”.

For this reason, he said, the population of Cabo Delgado and of the whole country was grateful for the intervention of Rwandan troops in the country, as well as for all the foreign support.

He added that the joint action of Mozambican and Rwandan forces was an example for the whole of Africa, due to the smooth and coordinated way in which it had been carried out, alongside the presence of the SADC military mission in the field.

“I want to thank President Kagame for giving the Rwandan troops the mission of accompanying the process of rebuilding the areas and the infrastructure destroyed by the terrorists in Cabo Delgado,” President Nyusi said.

Combate ao terrorismo em Cabo Delgado: Forças ruandesas ficam até ao fim da reconstrução

A Missão militar do Ruanda em Moçambique deverá se prolongar até terminar o processo de reconstrução das infra-estruturas destruídas pelos terroristas em Cabo Delgado, bem como permitir o regresso da população às suas zonas de origem.

O anúncio foi feito ontem pelo estadista do Ruanda, Paul Kagame, durante a visita que efectuou com o Presidente da República, Filipe Nyusi, ao contingente do Exército e da Polícia ruandesa e das Forças Armadas de Defesa de Moçambique (FADM), estacionadas na Base Naval de Pemba, capital provincial de Cabo Delgado.

O Governo aprovou, na sua 32ª sessão ordinária do Conselho de Ministros, o plano de reconstrução em Cabo Delgado, que deverá se prolongar de 2021 a 2024, bem como os mecanismos da sua implementação, cujo orçamento será conhecido nos próximos dias.

Dirigindo-se às duas forças, Paul Kagame afirmou que o trabalho efectuado pelas tropas conjuntas é de reconhecido mérito por estar a culminar com a recuperação das zonas que tinham sido ocupadas pelos terroristas nesta província.

Entre as áreas recuperadas, destaca-se a vila portuária de Mocímboa da Praia, Awasse, a localidade de Mbau, e o distrito de Palma, agora sob domínio das forças conjuntas de Moçambique e do Ruanda.

“A missão das tropas ruandesas em Moçambique continua. A nova actuação deve ser de garantir segurança nas zonas libertadas até terminar a reconstrução”, disse Paul Kagame, afirmando que este trabalho deverá ser igualmente feito em parceria com o Exército moçambicano, que deverá determinar as áreas de actuação conjunta.

Kagame reconheceu a delicadeza da missão do seu exército, afirmando que neste percurso pode haver sacrificados, mas a causa de erradicação do terrorismo é importante. “Perder um homem será o mesmo que perder muitas pessoas”, lamentou.

A Forças de Defesa do Ruanda (RDF – sigla inglesa) e a Polícia da República do Ruanda estão no país desde o dia 9 de Julho último, com um contingente de mil homens, para apoiar as Forças de Defesa e Segurança (FDS) a erradicar o terrorismo.

A erradicação do extremismo violento em Cabo Delgado conta igualmente com a intervenção de uma missão militar da Comunidade de Desenvolvimento da África Austral (SADC), activada a 9 de Agosto último.

Intervindo na Base Naval de Pemba, o Chefe do Estado, Filipe Nyusi, afirmou que ao recuperarem as zonas sob domínio dos terroristas, as forças conjuntas de Moçambique e do Ruanda estão a libertar a humanidade.

Por isso, afirmou, a população de Cabo Delgado e de todo o país agradece a intervenção das tropas ruandesas no país, bem como de todo o apoio estrangeiro.

Acrescentou que a actuação conjunta das forças moçambicanas e ruandesas é um exemplo para toda a África, pela tranquilidade e a forma coordenada como a mesma tem sido executada, não obstante a presença da missão militar da SADC no terreno.

“Quero agradecer a nova missão dada pelo Presidente Kagame, para as tropas ruandesas acompanharem o processo de reconstrução das zonas e das infra-estruturas destruídas pelos terroristas em Cabo Delgado”, disse Filipe Nyusi.
