Mozambican President Filipe Nyusi on Friday declared that the country needs an army that is proactive, and not merely reactive, in order to carry out to the full its mission of guaranteeing peace and defending Mozambique’s territorial integrity.
Speaking at the opening of a meeting of the Coordinating Council of the Ministry of Defence, Nyusi stressed that Mozambique “must possess armed forces that are able to act in each moment, in each situation, with clarity and in accordance with the type of threats and the nature of their actors”.
The world “has become an unsafe place”, warned the President, and states now found themselves faced with a whole array of new actors.
On the positive side, these included environmental organisations such as Greenpeace, and multilateral bodies which were able to regulate or exert strong pressure on states, “limiting their action domestically and externally”.
“Mozambique has experience in this regard”, he added, without giving any details.
“Negative actors have also gone global”, said Nyusi. These took the form of cross-border crime such as trafficking in drugs, weapons and people, illegal immigration, and illegal trade in protected wildlife species.
No less important were the major international corporations, including “the world managers of ‘hot money’”. These actors, he added, “in addition to their significant position in world trade, are seeking a role as important political agents”.
“Thus formulations around the concept of New Threats are varied and show great diversity”, said Nyusi.
The Mozambican armed forces (FADM) needed to upgrade its capacity to deal with such problems as “the threats to human rights; the new global pandemics; absence of social justice and inclusion; and ecological threats, especially to water, energy and food”.
Another looming threat was “the presence of failed states and pariah states in international relations. These threats can generate great crises and impose situations of insecurity on our nation”.
Such new realities, Nyusi added, “oblige us to study, analyse and debate continually the ordering of the world, and the nature of new actors in our territory. That is why our redoubled investigative attention is important”.
