Angola: US-Africa business summit begins in Luanda

Angola aims to raise the number of awarded oil and gas concessions to 60 by the end of 2025 as it accelerates efforts to open its energy sector, the national petroleum agency said this week.
The National Agency for Petroleum, Gas and Biofuels (ANPG) made the announcement on the sidelines of African Energy Week in Cape Town. Officials said the target will be met through international licensing rounds and direct talks with oil companies. More than 50 blocks have already been awarded since 2019.
ANPG has held tenders across onshore and offshore basins including Namibe, Benguela and Kwanza, under a 2019-2025 strategy combining tax reforms, regulatory easing and more flexible production-sharing agreements.
The regulator is also advancing its Gas Master Plan, with the Quiluma and Maboqueiro projects expected to start up by late 2025.
Angola currently produces about 1.1 million barrels of oil per day, down from nearly 1.9 million bpd in the 2010s, according to S&P Global. The government is seeking to stabilize output above one million bpd while expanding gas development.
A July 2025 discovery by Azule Energy in Block 1/14, which found gas and condensates at the Gajajeira-01 well, further underlines Angola’s bid to grow its resource base.
