State secondary schools in Angola will be authorized to charge fees, the amount of which is yet to be defined, according to a presidential order to which Lusa had access on Tuesday.
The diploma signed by João Lourenço on September 11 justifies that “school revenues constitute an important alternative slice of funding for public secondary education institutions,” so collecting them will increase financial resources needed.
The collection of fees for the services provided by secondary schools should be assured by the Ministries of Education and Finance, in accordance with the decree, which gives the two ministries the powers to approve and define the amounts.
In September 2019, the Angolan authorities decided to prohibit the collection of any fees at public educational institutions in Luanda, justifying the “non-existence” of a legal diploma for this purpose and that the previous charges were “arbitrary”.
