The Agência de Desenvolvimento Integrado do Norte (ADIN) and MozParks Holding have signed a Memorandum of Understanding (MoU) to accelerate industrialization in the northern provinces of Cabo Delgado, Nampula, and Niassa. The initiative, Parques do Norte, aims to harness the region’s vast extractive industry potential to drive job creation, attract investment, and strengthen local value chains.
“Parques do Norte is a decisive step in unlocking the potential of Northern Mozambique by creating supplier hubs that will generate jobs and attract long-term investment,” said Onorio Manuel, General Director of MozParks.
Through this partnership, ADIN will support MozParks in establishing industrial parks and SME villages strategically located around anchor projects in energy, mining, and agribusiness. These hubs will enable small and medium-sized enterprises (SMEs) to participate directly in large-scale value chains, while also creating pathways for youth through internships, vocational training, and entrepreneurship programs.
President of ADIN,Jacinto Loureiro, emphasized that MozParks is a local organisation, just like ADIN, with the mission of promoting the country’s economic development. By working together, the two institutions can achieve much more for the benefit of the population in the northern region and for local companies, with industrialisation as the key pillar of this transformation.
The initiative is expected to create thousands of jobs and generate income opportunities for families, while positioning Northern Mozambique as a competitive destination for industrial investment. By clustering suppliers and services around extractive and transformative industries, the parks will ensure that economic benefits remain within the region, driving sustainable growth and community development.
New legal framework in Cabo Delgado mandates extractive industry suppliers to operate from industrial parks
Within the Parques do Norte vision, Cabo Delgado has taken the lead in shaping a regulatory environment that ensures industrial growth is inclusive and organized. Cabo Delgado Parks, an initiative of the Provincial Government of Cabo Delgado in partnership with MozParks, is establishing six industrial parks across the province to host suppliers, manufacturers, and service providers connected to large-scale projects.
To reinforce this effort, the Provincial Government has formally approved a new legal framework that requires suppliers and service providers linked to extractive industry anchor projects to be based within designated industrial parks and logistics bases. This framework emphasizes the importance of operating in structured industrial environments, where infrastructure, security, and services are delivered in a coordinated way.
Companies serving extractive industries are encouraged to contact Cabo Delgado Parks early to secure their space inside the parks, ensuring compliance with the framework and positioning themselves to benefit from the region’s industrial growth ([email protected], +258 84 757 1314).
