President of Mozambique appoints five new Secretaries of State

Sociologist Rogerio Sitoi says that the absence of political dialogue is likely to raise political and military tension in Mozambique in the coming months, but that the parties will in the end be forced to negotiate, because neither is able to emerge victorious overall.
Political dialogue between Renamo and the Mozambican government is stuck on the issue of the mediators demanded by Afonso Dhlakama’s party.
Renamo appears to have intensified its attacks recently to force the government to give ground on the issue, and Sitoi says that more violence is likely to follow.
According Sitoi, Renamo “is aware that it cannot win, and the Frelimo government also knows that objectively there is no chance of totally eliminating residual Renamo forces”.
As for Renamo’s demand for governance in the six provinces where it claims electoral victory in the 2014general elections, Sitoi says that he does not believe that Dhlakama or Renamo realistically expect the Frelimo government to satisfy them.
“There may be some functtions that can be transferred, but governance.. I don’t think so,” he said.
