Matola Municipal Police on Wednesday seized 20 mini-buses [Chapas] for allegedly operating illegally and diverting and shortening routes.
The minibuses are now parked up at Matola Municipal Police Station, some seized for operating illegally, others caught making detours or shortening routes – accusations denied by the ‘chapa’ drivers who say they have always worked without licenses and by bribing municipal police officers instead.
Júlio Bila had his minibus seized along with his colleagues’, and says that he is here because he has no license and, in his words, the associations do not issue licenses.
Municipal police spokesperson Sérgio Bavo acknowledges that there are transporters who operate without licenses, but says licensing is possible. But he denies that any bribes are accepted.
