1. The Technical Secretariat of the Electoral Administration is a personalized public service for the electoral administration, with representation at the provincial, district or city levels. 2. The Technical Secretariat of the Electoral Administration organizes, executes and assures the technical administrative activities of the censuses and electoral processes. 3. The Technical Secretariat for Electoral Administration shall be headed by a Director General. 4. The Director General of the Technical Secretariat of the Electoral Administration has a permanent seat in the plenary sessions of the National Elections Commission, entitled to speak, without the right to vote.
