“Neighbourhood authorities” sentenced a woman from the 30 de Junho neighbourhood to five lashes in the village of Mocímboa da Praia, in the Mozambican province of Cabo Delgado, for frequently offering “social and political insults”, VOA has learned from several sources.
The neighbourhood leader, whose name has not been disclosed, called the population together and had the woman publicly whipped and forced to lie on her stomach for several minutes.
“She was already exaggerating with the insults, and we did not know her interests,” Mocimboa resident Djabo told VOA , seemingly uninterested as to whether the situation was related to Islamic fundamentalism or not.
A video circulating on social media, to which the VOA had access today, shows the woman being pulled out of the crowd into the centre of a circle, forced to lie on the ground, and being whipped.
Police in Pemba, Cabo Delgado, have yet to issue a statement on the matter, but a lawyer has said that the perpetrators of the whipping have broken the law. Lawyer Faizal Castigo told VOA that the action represented “offences against” the woman, who could appeal to the authorities for redress.
“They (the leaders) acted with wilful malice,” Castigo said, noting that in Mozambique there is no lawful punishment of whipping.
