Terrorist threats: Creation of mechanisms to protect ships – Notícias

The Council of Ministers yesterday established mechanisms for the protection of ships in national port facilities against the threat of terrorism and other forms of maritime traffic.

The Ship Security in Port Facilities Regulation was approved yesterday and, being a decree, within the government’s competence, does not need to be submitted to the Assembly of the Republic.

Spokesman Augusto Fernando said that the regulation was approved in compliance with International Maritime Organisation standards, which recently adopted amendments to the international convention against such threats.

Deputy Minister of Mineral Resources and Energy Fernando explained that these activities will be overseen by the National Marine Institute (INAMAR), which is responsible for the national maritime administration.

“The decree provides for a series of actions, such as the creation of a coordination centre for ship security operations at port facilities, in order to assess information on port vessel threats,” Fernando said.

The decree also provides for training for operations, as well as the obligation to prepare and submit reports of maritime claims in port facilities targeted by incidents.

Also in yesterday’s session, the Council of Ministers approved an exploitation of wildlife resources governing the issuance of hunting licenses and guide hunter licences.

Fernando said that hunting and hunter’s guides’ licences had been reviewed, and that the
updated fees would increase fiscal revenues.

The hunting regulations approved yesterday establishes conditions for hunting in the country, includding distinctions between hunting by simple license, sports hunting, and hunting in defence of people and property.

The government also created a National Committee for Trade Facilitation (CNFC), a
consultative organisation to monitor the implementation of the Trade Facilitation Agreement.

The cabinet also assessed information on the operation of the Pequenos Libombos Dam and the preparation of the 2017/2018 festive season.
