The Minister of National Defence has criticised the low levels of food production within the Mozambican Armed Forces. Speaking at the close of his ministry coordinating council, Atanásio Mtumuke demanded rapid change.
“It has been abundantly clear that the current levels of military agricultural production are far below what is desired, evaluated by the vast agro-ecological assets that the Armed Forces hold at national level. We are facing a culture of resistance to food production within the Armed Forces, a continuation of the ‘begging bowl’ mentality fostering less-than clear purchasing and procurement processes of goods and services,” he said.
Urging commanders to change their minds, he said: “This scenario must radically change in the remaining two years of governance. We must urgently improve the troops’ diet and meet the needs of the Armed Forces.”
In addition to the focus on production, the head of national defence concerned about the management of human resources and possible “military ghosts”.
“We must continue with the military test-of-life processes to identify possible military ghosts and avoid undue payments which constitute a burden on the state’s accounts and damage the public purse,” he said.
Lasting three days and taking place under the motto “Defence Sector: Forging National Unity, Effective Peace and Sustainable Development”, the Ministry of Defence XVIII Coordinating Council addressed issues relating to training qualifications, the management and maintenance of infrastructure and financial resources.
