DUATs: Land use titles and procedures more expensive in Matola, Mozambique

Residents, farmers and investors in Matola municipality have been paying more for new concessions, occupation and legal procedures related to land use since the beginning of the month in a measure intended to increase the capacity to provide infrastructures and services in the expanding area.

A recently convened session of Matola Municipal Assembly approved a proposal to increase rates last adjusted in 2001, on the grounds that they were no longer matched with current levels of development in the municipality.

President of Matola Municipal Council Calisto Cossa said that Matola had experienced high population growth recently, reflected in the demand for land for very varied purposes.

“As a direct consequence of this growth, Matola municipality has embraced the challenge of providing basic infrastructure in new urbanized areas in order to respond to the pace of urban growth,” he said.

Significant investments have been made in services and infrastructure in different parts of the municipality, gradually increasing the level of urbanization in urban, peri-urban and rural areas.

Thus, the land concession rate of 800 m2 (20 x 40 meters) in a semi-urban low-density residential area is set at 20,000 meticais and the allocation of 10,000 square meters of space for industrial purposes, without infrastructures, is to cost around 250,000 meticais.

The extension of DUAT without infrastructure, with license and works in progress will be 10,000 meticais, and without works, 20,000 thousand meticais.

In addition to the land occupation fees, the Municipal Assembly approved fees for attachment and removal, change of activity, placement or replacement of landmarks, survey of coordinates, withdrawal, registry office, sale of bulletins, evaluation of projects, construction licenses and license renewal, and authorisation fees for simple works and design type permits.
