Government expands INAE’s remit to exports – Mozambique

The Mozambican government has approved legislation extending the National Economic Activities Inspectorate’s activities to exports, with the aim of combating under-invoicing.

Speaking after the Council of Ministers meeting yesterday, spokeswoman Ana Comoana said that the measure aimed to prevent the illicit export of mineral, agricultural, forestry and industrial products.

Comoana, who is also deputy minister of Culture and Tourism, explained that in both mining activity and environmental quality management, the law already provides for sector supervision through specific inspections.

The Mining Law approved by the Assembly of the Republic establishes that the General Inspection of Mineral Resources and Energy should supervise mining activity and it will continue to do so, now with the contribution of INAE.

In the case of environmental management, particularly solid and liquid industrial waste, inspection is the responsibility of the National Agency for Environmental Quality Control (AQUA), an institution created in February 2016. The INAE’s remit does not cover technical issues lie with AQUA.

“Due to certain specificities and the peculiarity of some activities of a specific nature, they are attached to specific inspections,” Comoana explained.

Fishing is not covered by INAE inspection. “Due to the complexity of this sector and other technical issues, inspection will not lie with the INAE but will be attached to the fisheries sector,” she said.

Supervision of the financial sector is conducted by the Ministry of Economy and Finance, and labour inspection by the Ministry of Labour, Employment and Social Security.
