INGC and INE sign MoU on data sharing, population Census

The statistics on natural disasters in the country will be entered in the National Institute of Statistics database as a result of the signing yesterday of a memorandum of understanding between the National Institute for Disaster Management (INGC) and the National Statistical Institute (INE) in Maputo.

The agreement was signed by INE president Rosario Francisco Fernandes and INGC deputy director general Casimiro de Abreu at INE headquarters in front of officials of both entities. It calls for the inclusion of statistics on disasters, risk areas and levels of vulnerability in data generated by the INE, and the sharing of statistical data and future projections.

It also covers staff training, development of joint methodologies for data collection and the sharing of infrastructure and transportation as the basis for the INGC’s support of the INE in the 2017 population census, which runs from August 1 to 15.

Abreu said that the agreement arose from the need for his organization to seek partnerships that could help resolve their technical limitations, and the two institutions would share logistic, technical and human resources over the next three years.

“We are moving from reacting to disaster into risk management, a process that must be accompanied by research,” the INGC deputy director said.

The partnership, he explained, involved the whole structure of the institution from the top to bottom, and would require the cooperation of all the institute’s workers.

Fernandes said that the agreement would make it easier for the two complementary public services to share databases. As an example, he drew attention to the fact that when natural disasters strike, those affected tend to migrate to other areas.

“This agreement will help in the design of public policies for this contingency,” he added.
