Mozambique: Two detained in possession of human bones

The Public Prosecutor’s Office has decided to close the investigation into the murder of Judge Dinis Silica on May 8, 2014. The Maputo City Attorney’s Office says that the deadline for preparatory instruction of the case has expired and the Criminal Investigation Police working under the supervision of a Public Prosecutor had found no evidence to justify the continuation of the process.
The Maputo City Attorney’s Office admits it has been unable to identify the perpetrators. “Despite the investigations conducted, especially the collection and analysis of operational information, requisition and junction of post mortem and ballistic examinations (…), analysis of images collected from surveillance cameras in buildings along the route that the victim is supposed to have followed to the scene of the crime and the interviewing of witnesses, it was not possible to determine who the perpetrators of the crime were,” the attorney’s statement reads.
The document adds that the support of international entities in the investigation of the crime was requested, again without positive results.
Criminal investigation judge Dinis Silica was shot and killed on May 8, 2014 in his car at the intersection of Karl Marx and Marien Ngouabi avenues in Maputo. After the murder, the protagonists fled and there whereabouts remain unknown. Dinis Silica was a criminal investigating judge at Maputo City Judicial Court and at the time of his death was working on a kidnapping file.
