The Council of Ministers yesterday approved a decree empowering the Minister of the Interior to issue personal identification and travel documents.
The decree, approved at the 3rd Ordinary Session, assigns to the Minister of the Interior “the competences for the Contracting of Production Services and Issuance of Civil Identification Documents, Travel Documents and the Registration and Control System of the Migration Movement”.
The decree is not yet available for public scrutiny and details have not been disclosed.
Currently, the process of issuing the documents covered by the decree, including identity cards, passports and Foreign Resident Identification Documents (DIRE’s), is contracted by the Ministry of the Interior to SEMLEX.
SEMLEX received the contract to issue these documents from the government in 2010 in a process that was criticized by several sectors of society, including opposition parties, which questioned the transparency of the adjudication process and issues of state sovereignty in the light of the fact that the company is mostly foreign-owned.
