Former president Armando Guebuza yesterday appeared before the Parliamentary Commission of Inquiry (CPI) charged with investigating the controversial debts that this year led to the suspension of budget support by cooperation partners, including the International Monetary Fund (IMF).
Armando Guebuza arrived at Parliament’s headquarters shortly after 08h30 for a hearing scheduled for 9h00.
With the usual escort and police security to which he is entitled as a former statesman, Guebuza, who was accompanied by some advisers and members of the team of the Office of the Former Head of State including the former Minister of Transport and Communications, Gabriel Muthisse, entered Parliament through the main entrance.
For an hour, the former president spoke behind closed doors to members of the CPI – most of whom were his former subordinates and party comrades – about the state-guaranteed debts contracted in favour of Ematum, MAM and Proindicus.
Guebuza left after an hour in apparently good disposition, embraces before departing with CPI members, especially Eneas Comiche, president of the body, contributing to the impression.
The information provided by Guebuza, a key figure in the process, is not available to the public, and the former president left the Assembly of the Republic via a back entrance in order to avoid the press.
The Parliamentary Commission of Inquiry is made up of nine members nominated by the parliamentary group of Frelimo and one representing the MDM. Renamo, the largest opposition party, had the nomination of seven deputies but declined to participate in protest against the composition of the team, especially its lack of figures from civil society.
Tomorrow is the deadline for the CPI report to be delivered to the Standing Committee, parliament’s governing body.
Information from sources close to the process indicates that Guebuza’s hearing closes the process and that since yesterday CPI members have been harmonising the information gathered during the investigation and drafting the final report in order to meet the Wednesday deadline.
