Public finance oversight by external monitoring bodies requires better training of technicians and magistrates in the field of information and communication technologies (ICT), according to the President of the Higher Administrative Court, Machatine Munguambe.
Speaking on Monday at the opening of the meeting on the use of ICT by Supreme Audit Institutions (SAI) of the African Countries of Portuguese Official Language (PALOP) and East Timor, Munguambe, said the increasing trend towards using artificial intelligence in public administration, necessitated investment in the training of technicians and magistrates ICT.
“We can not distance ourselves from the technological development that our societies have experienced, at the risk of becoming self-excluded in a world increasingly global and interdependent,” he said.
For the president of the Mozambican Higher Administrative Court, the meeting was an opportunity to exchange experiences and improve the use of a vital work tool, and also deepen multilateral cooperation.
Munguambe said the use of technologies as an auxiliary means of work responds to the challenges posed by the changes resulting from economic and social development. He noted that we are now experiencing a revolution in the automation of work processes at all levels, which national institutions are obliged to adapt or become irrelevant.
Acting director of the United Nations Development Programme (UNDP) Steven Ursino said it was important that PALOP promote the use of sustainable and innovative technological systems, and that ICT was an essential tool for good governance, combating corruption and ensure the transparent management of public finances.
The four-day event aims to reinforce the technical and functional capabilities of supreme audit institutions, national parliaments and civil society in the PALOP and East Timor, addressing the challenges of using ICT in the exercise of their supervisory powers by public finance external control support bodies.
