Mozambique: President promulgates revision of SERNIC Law

Renamo provincial governance was the agenda point left open at the end of the third stage of Mozambique’s peace talks on September 30, with mediators presenting a proposal for the provisional appointment of Renamo provincial governors pending a study of the feasibility of a law on the matter.
The Government delegation, instructed by Filipe Nyusi, asked for time to think about the proposal, leaving his delegation ten days to do its ‘homework’. This then is now the challenge in this fourth round of talks: to find a solution which reconciles the diverging views of the government and Renamo delegations.

The integration of the Renamo men in the armed forces of Defense of Mozambique (FADM), the Police of the Republic of Mozambique (PRM) and the Information and State Security Services (SISE) is the other point still unresolved. It was agreed that the Renamo delegation would present a proposal of the integration of its men into the FADM, PRM and SISE.
Renamo believes that the protocol on the integration of its men has been violated in the implementation of the General Peace Agreement, claiming that there was merely “symbolic” integration into the FADM and none at all with regard to the PRM and the SISE, a breach to be corrected in line with the agreement signed in Rome.
“In this regard, the Renamo delegation was to present a proposal to rectify the irregularities and misapplications of the agreement for the integration, reintegration or confirmation of integration of Renamo elements, particularly in the defence and security forces,” head of the government delegation Jacinto Veloso said at the end of one of the political dialogue sessions.
