Foreign investors of Chinese nationality who attempted to set up a cement factory in Chibabava district, Sofala province, without following all the necessary legal procedures to obtain an environmental licence, have been fined more than 14 million meticais, and saw their activities halted by the government.

The company in question, which includes investors of Chinese nationality, was fined just over 14.5 million meticais, according to a document issued by the National Agency for Environmental Quality Control (AQUA).
AQUA states in the document that the fine was issued because it was found that the company opened up an area for the installation of a cement factory with tree felling and soil compaction, an environmentally unlicensed activity.
Our reporting team also had access to another AQUA document ordering the cessation of the activities for opening the area for the installation of the factory in question, belonging to the firm Shun Xin Yuan Africa Investment Limitada, due to unlicensed activity.
The same document indicates that the lifting of the closure will be carried out upon presentation of the environmental licence and respective environmental impact study, or updated environmental management plan.
Representatives of the sanctioned company declined to comment on the government actions. The project’s first stone was supposed to be laid about two weeks ago, as previously reported, but complaints from peasant families whose land was occupied by the company without compensation prevented the initiative from moving forward.
