Mozambique: Remittance inflows see six-fold rise in seven years

Mozambique’s Minister of Finance, Carla Loveira, warned on Saturday that the ongoing computerisation of the State’s payment system could lead to the discovery of more ghost workers in the public sector. Loveira also stated that the exact amount the State has lost to irregular payments is still unknown.
“Every year, with the proof-of-life mechanism that the SNGRH system is enforcing, we will be able to determine how many employees are still receiving irregular payments,” said the Finance Minister.
Carla Loveira further explained that the precise impact of ghost workers on the State Budget remains unclear. “We can say that we started to identify this reality with the implementation of the new SNGRH computer system. So, we cannot say how much the State was losing before this system was introduced, but for now, we have identified 18,000 employees and their respective impact.”
Teachers’ overtime
Regarding the payment of overtime to teachers, the Finance Minister said the government’s strategy is to carry out payments in phases. “We have already paid some phases of the overtime, and the remaining phases are awaiting the corresponding budget to enable payment,” she clarified.
