The Communications Regulatory Authority of Mozambique (INCM) has launched Public Tender No. INCM/SC/115/2025, calling for expressions of interest from both national and international consultancy firms, as well as individual consultants, to prepare its Strategic Plan for the period 2026–2028.
The INCM, which regulates and oversees the postal and telecommunications sectors, including the management of the radio frequency spectrum and numbering system, is seeking highly qualified experts to support the design of its next strategic roadmap.
The consultancy team is expected to include specialists across several disciplines. These comprise a lead consultant with at least ten years’ experience in strategic planning and evaluation; a communications market analysis expert with a decade of experience in sector regulation and competition assessment; a telecommunications engineering expert with five years’ experience in technical regulation and resource management; a postal sector expert skilled in policy development and digital economy integration; an organisational and strategic planning expert; and a human resources specialist with proven expertise in HR development and policy. All candidates must demonstrate a track record of similar consultancy work and proficiency in Portuguese and/or English.

Interested parties are required to submit their expressions of interest in Portuguese, including CVs, academic qualifications, and relevant certifications, by October 20, 2025, at 14:00 hours. Submissions should be delivered to the INCM Secretariat at its headquarters in Maputo or via the contact details provided in the notice.
The tender reflects INCM’s commitment to strengthening governance, efficiency, and strategic direction in Mozambique’s communications sector over the coming years.
